It is very unusual for an officer to tell the ambulance driver which patient to take first. As the officer admitted himself the medical training that he has received is minimum. Then he was persistent about it which is very unusual. I think that because this is a small town that he knew the ambulance driver and knew that he could say something to them and not offend them. That is the only way that an office could or even would say something. It is really unusual for an officer to comment on something that is really out of his scope of work. The officer felt he needed to say something since he was first on the scene and knew all that was going on. Very unusual and only because it was a small town was the comment made since usually they get on scene and they turn it over.
